Major parties end 53-day battle over parliamentary committees

The ruling and opposition parties have concluded negotiations to form a house in the second half of the 21st National Assembly. This is 53 days after the end of the first half of the National Assembly term on May 30.

 

Acting leader of the People’s Power Party, Kwon Sung-dong and floor leader Park Hong-geun of the Democratic Party of Korea agreed on a plan to divide the standing committee by 11 to 7 at a meeting presided over by National Assembly Speaker Kim Jin-pyo on the morning of the 22nd.

 

The chairman of the Public Administration and Security Committee (Chairman of the Administration and Security Committee) and the chairman of the Science, ICT and Communication Committee (Chairman of the Science, ICT) decided to share the power of the people and the Democratic Party for one year, respectively. A year later, the ruling party will be the chief of the department committee and the Democratic Party of Korea will be the chief of the administrative committee.

 

The People’s Power party has been decided to serve as seven standing chairmen, including the ▲ Legislation and Judiciary Committee ▲ Steering Committee ▲ Foreign Affairs and Communications Committee ▲ Information Committee ▲ Planning and Finance Committee ▲ Defense Committee.

 

Along with the Ministry of Science and ICT, the Democratic Party will be in charge of 11 committees, including ▲ Government Committee ▲ Culture, Sports and Tourism Committee ▲ Agriculture, Food, Rural Affairs, Small and Medium Venture Business Committee ▲ Environment, Labor Committee ▲ National Transportation Committee ▲ Gender equality and family.

 

 

The special committee on private affairs will be given the right to review the bill, but the agenda will be handled by agreement between the ruling and opposition parties, and the period of activities will be until January 31, 2023.

The National Assembly's legal response to the Constitutional Court's power dispute related to the Prosecution Service Act and the Criminal Procedure Act will be carried out by the chairman of the National Assembly and the chairman of the Judiciary Committee before the next general election in 2024.

 

In addition, the ruling and opposition parties decided to establish a special committee for political reform and a special committee for pension reform.

 

The agenda of the Special Committee on Political Reform is ▲ Review of Abolition of Judicial System and Self-Assessment Authority ▲ Improvement of Budget and Settlement ▲ Allocation of Standing Committee ▲ Compensation of Standing Committee ▲ Improvement of Joint Proportional Representative System ▲ Improvement of District Law.

 

The number of members of the Special Committee on Pension Reform is 13, consisting of six Democrats, six people's power, and one non-subsidiary. The chairman will be held by the public and discuss reform measures to stabilize pension finances and guarantee retirement income.

 

Meanwhile, the ruling and opposition parties decided to hold a plenary session on August 2 to deal with urgent bills on people's livelihoods. The period of consideration will not be applied to the bill for people's livelihood
