국제 한국무역협회, EU, 11차 對러시아 제재(안)에 원유 등 우회 수입 선박 입항 금지 추진

EU 이사회는 20일(수) 합의한 11차 對러시아 제재(안)에서 군사적 전용이 가능한 이중용도 품목의 우회 수출 방지를 위한 2차 제재 도입 등 기존 제재의 우회 방지를 강화했다. 특히, 러시아 원유 및 석유제품이 수백 척의 낡은 해상 탱커를 이용, EU와 G7이 설정한 상한가격 60달러 이상으로 우회 판매*되고 있다고 지적, 이에 대한 방지 대책을 제시했다. 상당수의 오래된 탱커 선박이 항해 시스템을 끄고 러시아 항구에 입항하거나, 해상에서 러시아 선박에서 원유를 환적 후 EU 항구에 입항하는 방식으로 우회 수출이 되고 있으며, 주로 페이퍼 컴퍼니 소유의 선박으로 상당수가 그리스와 연관된 것으로 알려졌다. 구체적으로 11차 제재에서는 선적(선박의 국적) 여부와 관계없이 러시아 원유 및 석유제품의 우회 수출이 의심되는 선박의 EU 항구 입항을 금지하고, 특정 장소에서 선박간 환적이 필요한 경우 48시간 이전에 관계 당국에 이를 보고하도록 의무화했다. 동 제재 조치에
